Senior Counsel

Richard Horn is a Senior Counsel in the Office of Regulations at the Consumer Financial Protection Bureau (CFPB).  He is currently leading the development of the integrated disclosure forms and rules under the Truth in Lending Act and the Real Estate Settlement Procedures Act.

Before joining the CFPB in January 2011, he was a Senior Attorney at the Federal Deposit Insurance Corporation (FDIC) in the New York Regional Office.  At the FDIC, he supported the FDIC’s supervision staff on both consumer compliance and risk management matters.  Prior to that, Richard worked as an associate at the law firms Buckley Kolar LLP (now BuckleySandler LLP) and Thacher Proffitt & Wood LLP.  After obtaining a Bachelor’s degree in Economics from Brown University, he attended law school at the New York University School of Law.  He is admitted to practice law in New York and the District of Columbia.
